    Fellow Officers,

    I would like to take a few minutes to explain the most recent insurance updates which affect ALL Corpus Christi Police Officers.

    1.   HEALTH INSURANCE -
    Officers should have completed the Open Enrollment forms and received "Confirmation of 2008 Elections" from the City of Corpus Christi by now.  Always double check your confirmation sheet and insure that your dependants, beneficiaries and benefit choices are correct.  As of 08/01/08 the newest changes in coverages/premiums are now in effect!  FOR OFFICERS WHO ARE UNAWARE, ON 07/22/08 CITY COUNCIL APPROVED AND ADOPTED THE 2009 OPERATING BUDGET EXCLUSIVE OF ONE PRIMARY ITEM - HEALTH INSURANCE!  As of 08/01/08 ALL officers received a 4% salary increase however, your Health Insurance Premiums were "frozen" for 60 days pending further review of the City 's 20% premium increase proposal!  For the next 60 days pay particular attention to your Pay Stubs.  You should receive your pay increase and NOT see ANY increase in insurance premiums!  If any of you see an increase in your health insurance premium deductions you NEED to let me know IMMEDIATELY!  The CCPOA and CCFFA (fire fighters association) have joined forces on Health Care issues and are currently in negotiations with the City regarding future Health Insurance Benefits/Premiums.  We WILL keep you informed as talks progress.  Remember, you should NOT receive any insurance premium increases until an agreement is reached and the City Council approves it.

    2.   DENTAL INSURANCE -
    On 07/25/08 at the CCPOA General Membership Meeting CLEAT made a presentation regarding changes to the CLEAT dental insurance program.  CLEAT proposed offering ALL officers of CCPD the option of a non PPO plan.  A non PPO plan means that officers will be able to visit WHAT EVER dentist they would like to and not be limited to a "plan dentist" (the way CLEAT dental used to work).  The General Membership approved CLEAT's proposal for a non PPO plan.  Currently, we are in a PPO CLEAT Dental Program that will continue until the new rates are collected by the City via payroll deductions.  With the freedom of a non PPO program comes additional cost to support such a change.  We are hopeful that the new dental program (old way) will be "on-line" by 09/01/08.  The new CLEAT Dental insurance premiums will be billed at a "two tier" level, Member Only or Member + Family.  The tiers will be billed at $30.00 per month for Member Only and $77.17 per month for Member + Family.  Here comes the confusing part!  Under the Collective Bargaining Agreement (contract) page 58 APPENDIX "D" sec (C) Association Supplemental Insurance Programs the City contributes $47.00 per month, per officer, for any officer opting to participate in any selected plan.

     The City also contributes $15.00 per month, per officer, with dependant(s) toward any selected plan.  With this knowledge please try to follow this math.  A single officer (Member Only) will not be billed any premium on their pay stub for their dental insurance.  Each officer receives a $47.00 contribution and a Member Only premium costs $30.00 therefore leaving $17.00 ($47.00 - $30.00) for other forms of selected plan(s).  Officers with dependant(s) (Member + Family) have their $30.00 (Member Only rate) contribution from the City plus and additional $15.00 for dependants totalling $45.00 ($30.00 + $15.00).  Member + Family premiums total $77.17 from which you subtract $45.00 for the City 's contribution ($30.00 for officer and $15.00 for dependant) leaving a monthly residual of $32.17.  Due to the fact the City 's pay periods total 26 per year and not 24 you have to take the $32.17 residual amount and multiply that figure by 12 (months per year) and then divide that total by 26 (pay periods per year) to obtain the "per pay period amount" (ppp) each officer will be billed on their pay stub.  In this case, a Member + Family plan will be billed at $14.85 ppp ($77.17 - $45 x 12 / 26) for officers opting to participate.  This leaves a $17.00 ppp, per officer, residual contribution from the City which takes us to Vision Insurance.

    3.   VISION INSURANCE -
    On 07/25/08 at the CCPOA General Membership Meeting CLEAT made a presentation regarding CLEAT Vision Insurance.  The General Membership approved CLEAT's Vision proposal.  ALL officers will be given the opportunity to enroll in Vision Insurance though an upcoming "open enrollment" format that will be announced in the near future with the intent of bringing CLEAT Vision Insurance on-line by
    09/01/08 if possible.  The CLEAT Vision Plan is a "four tier" plan with the following monthly premiums. 
         Member Only = $7.00 per month
         Member + Spouse = $17.50 per month
         Member + Child = $17.50 per month
         Member + Family = $22.00 per month
    Here comes the math again!  Remember, there is a $17.00 per officer residual left from above.  That means that a Member Only coverage ($7.00) will not be billed a premium on your pay stub.  This also means that there is still a $10.00 residual per officer ($17.00-$7.00) per month left.  For officers requesting dependant or family coverages the same math used above to determine Dental premiums applies here.  To calculate a per pay period premium for a Member +Spouse or Member + Child coverage take the $17.50 monthly premium and subtract the $7.00 (per officer) City contribution leaving a $10.50 residual.  Take $10.50 and multiply by 12 (months per year) and then divide that total by 26 (pay periods per year) to obtain the "ppp".  This means officers opting to use this type of dependant coverage will see a "ppp" premium of $4.85 ($17.50 - $7.00 x 12 / 26) on each pay stub.  For officers opting to participate in Member + Family coverages a "ppp" premium will be $6.93 ($22.00 - $7.00 x 12 / 26) on each pay stub.  Keep your eyes open for Open Enrollment announcements!

    4.   SUPPLEMENTARY INSURANCE -
    Just a reminder, there is still a $10.00 per officer, per month City contribution on the "table".  I bring this up because CCPOA is currently seeking Requests For Proposals from a local insurance vendor on how to best apply this amount for additional insurance coverage(s).  The vendor intends on making formal proposals on this expenditure at the next General Membership Meeting on 08/22/08 at 12 noon.  Please attend the meeting and hear the proposal(s) as we strive to offer the best option(s) on the market.
